Abstract des Autors

In South Africa, black councillors have legally been in control of black local authorities since 1982. Consequently, black recreation managers have had to function independently while building on an already existing European management model evolved over decades. Previous research showed that management practices pertaining to recreation in black local authorities, were to a large extent ineffective. This article aims to identify specific management problems by way of a management audit on current recreation management practices. Data for the audit was obtained from research undertaken on the management practices of black local authorities (N=39) in the RSA. It was found that the provision of recreation and sports facilities in black local authorities is a problematic and complex subject which laymen cannot be expected to resolve. Consequently it has become a matter of necessity to train recreation managers to provide a positive solution. Verf.-Referat
