Abstract
The study deals with policy statements by 628 local authorities of South Africa concerning leisure delivery services and the provision of leisure resources. An analysis of the functions of local authorities revealed that they are in a transitional stage, facing new challenges concerning the provision of leisure delivery services. The larger local authorities are moving away from merely providing resources and from the maintenance thereof. The findings indicate that the functions of local authorities are to be extended and that organisational structures of Departments of Parks and Recreation are to be adapted accordingly in order to approximate the ideal of comprehensive leisure provision and community involvement.
