Research has revealed that management practices pertaining to recreation in black local authorities were to a large extent ineffective. The aim of this research is to identify specific problems in the field of manpower, marketing and financial management within selected local authorities. It was found that the effective implementation of manpower, marketing and financial management has an influence on the image portrayed by the recreation department to the community. Therefore, it is of vital importance that the functional management tasks need to be implemented effectively. It is for this reason that a management audit was done. Data for the audit was obtained from research undertaken on the management practice of black local authorities (N=39) in the R.S.A. Verf.-Referat
