The 12 day-long world university sports forum in Kazan was a real triumph of ideals of sport, beauty and mutual enrichment of cultures around the world. The World Student Games in Kazan were successfully staged mainly thanks to the reliable legal and regulatory support of the project. Student Games are a unique project conducted under conditions that do not require changes in the national legislation and ensure approving only those regulations that improve the process of support of sport events. These are first of all permanent regulations which can be used in the future being a sport heritage. This is the unique difference of Student Games from other major competitions, which are guaranteed by the government. The decree of the President of the Russian Federation dated 23.12.2008 № 1810 “On preparing for the XXVll World Summer Student Games 2013 in Kazan” and the subsequent order of the Government of Russia and Tatarstan ensured systematizing of the entire preparatory process and the common strategy of organization and staging of the World Student Games in Kazan. In accordance with the decree of the Government of the Russian Federation dated 12.01.2009 №18-r the Organizing Committee on preparation and staging of the Student Games 2013 was established under the leadership of the first Deputy Chairman of the Government of Russia Igor Shuvalov, consisting of heads of the concerned federal and republican structures. The Organizing Committee was to control and coordinate the coordination of the preparation of the Student Games. The ANO “Executive Board of the XXVll World Summer Student Games 2013 in Kazan” was established by the decree of the Government of the Russian Federation dated 25.06.2009 № 870-r. Verf.-Referat
