The issue of strategical control and tactical training in the fields os sports activity generally and cycling in particular has been relevance since long ago. The purpose of the present study was to make a theoretical analysis of the tactical bases of sports activity in cycling. Along with control of the motor, physical aspect, the aspect of psychological management becomes especially important in the on-line control, being implemented both as explicit self-control, control of team members, and as a concealed control, manipulation intended to destroy opponents' strategical and technical-tactical actions. So the explicit psychological control and manipulation are based on its range of methods and techniques. The fact that the full scale system analysis of cycling tactics is possible only in view of the concept of on-line control is theoretically proved by the developed system methodology that applies the method of conceptual operationalization. This method implies formation of several conceptual frameworks with a common basis including sets of interdependent terms. The special concept of operational-tactical control in cycling, that defines tactics as a sequence of applied technical methods and their combinations conditioned by environmental factors and inner sense, further proceeds from the fact that tactics is tactical activity provided by tactical thinking, that admits and presupposes the capacity of tactical planning. Hence, the concept of tactics is revealed via more specific concepts of tactical thinking, tactical activity and tactical planning. In its turn, the allocation of the volume and essence of three indicated structural-derivative terms by means of operational introduction of more specific concepts contributes to reaching the level of specific practical operational-tactical development and control.
