Abstract

A comprehensive investigation was undertaken into all aspects of the leisure time behavioural patterns of the urban black in the Pretoria-Witwatersrand-Vereeniging region. Included in the survey were the completion of a questionnaire by 1 500 respondents, the circulation of a questionnnaire to relevant authorities, a number of interviews, as well as in loco inspections. The changing nature and varying patterns of the leisure activities of urban blacks were identified. Ever-increasing participation in sport as well as developments and changes in the forms of leilsure-time activities and the result of accelerating acculturation have, against the backdrop of inadequate provision, led to a crisis situation in satisfying the recreational needs of the urban black. The analysis of the data indicate the minimum leisure facilities each black residential area in the PWV ought to have at the disposal of its residents. The financing of leisure amenities is shown to be a contentious issue. Appropriation of funds could be optimised through meaningful planning and management of the recreation facilities, in collaboration with the provision of other services. It is intimated that it has become imperative that investigation be undertaken into the possibility of black residents in the PWV utilising facilities in white residential areas. In conclusion it is recommended that a sport and recreation strategy for the different areas be addressed within a total metropolitan context, but that this matter be treated with the utmost discretion.
