Abstract

In diesem Beitrag werden die beiden maßgeblichen und bedingt widersprüchlichen Ziele des Zweiten Arbeitsmarkts mit Bezug auf den vereins-organisierten Sport untersucht: die Arbeitsmarkt- und die Sozialintegration der Arbeitnehmer. Zum einen wird gefragt, ob Arbeitsförderungsmaßnahmen die Bereitschaft der Sportorganisationen fördern, Arbeitsplätze zu schaffen, indem sie von ihnen als "Anschubfinanzierung" zu selbständig getragenen Stellen genutzt werden. Aus dieser Perspektive hätte der Zweite Arbeitsmarkt im Sport eine arbeitsmarkt-integrierende und somit auch wirtschaftspolitische Funktion. Zum anderen wird untersucht, ob von Arbeitslosigkeit Betroffene über Arbeitsförderungsmaßnahmen langfristig in Sportvereine sozial integriert werden, sodass soziale Ausgrenzung selbst bei erneuter Arbeitslosigkeit vermieden würde. In dieser Hinsicht hätten Arbeitsförderungsmaßnahmen eine sozialintegrierende Funktion und somit auch sozialpolitische Bedeutung. Verf.-Referat

Abstract

In this article the two most important and conditionally contradictory goals of the second labor market as related to organized sport are examined: the integration of the employees into the labor market and their social integration. On the one hand it is asked whether work-providing measures promote the readiness of sport organizations to create working places which after a period of knock-on financing are transformed into independently financed positions. From this point of view the "Second Labor Market" in sport would have the function of integrating employees into the labor market, which is at the same time a politico-economic function. On the other hand it is examined whether unemployed persons are socially integrated into sports clubs on a long-term basis through measures of work development so that social exclusion would be avoided even when these persons lose their job again. From this point of view, measures of work development would have a social-integrating function and thus would be of socio-political significance, too. Verf.-Referat
