Abstract des Autors

This paper shortly presents a development of Polish anti-doping system, in coherence with international (IOC and Council of Europe) anti-doping systems. Poland has a long tradition in building a national anti-doping system dating back to the beginning of 1980s. The structure and function of National Commission Against Doping Use in Sport was created on legal basis coming from a parliamentary decision (Article 18 of the Physical Culture Act, 1984), ratification of the Anti-Doping Convention (1990) and regulations of the State Sport and Tourism Administration (1995). The Department of Anti-Doping Research (formerly Doping Control Laboratory) of the Institute of Sport was established in 1987. In the period 1987-1998 over 17000 urine samples were analysed among which 310 (about 2%) were positive. Anti-doping controls were performed more frequently during competitions (52-66%) than out of competitions. The main reason for positive testing was an increased level of testosterone to epitestosterone ratio (T/Et) found in about 70% of all positive cases. The sports of highest doping risk were: body building, weight lifting and track and field. It is concluded that doping is still one of the most negative phenomena accompanying modern sport. Much more, therefore, should be done also in Poland to increase the effectiveness of the anti-doping system. Verf.-Referat
